The Medical Administrative Assistant, Administrative Officer of the Day (AOD) is located in the Member Services section of the Business Office at the VA Southern Oregon Rehabilitation Center & Clinics (VA SORCC), White City, OR. The incumbent is responsible to represent both the Medical Center Director and the Business Office Manager in administrative matters during irregular tours of duty.

Responsibilities

The AOD has the primary responsibility of representing the Medical Center Director during the irregular tours of duty. During these irregular tours, the AOD is delegated full authority and responsibility to make administrative decisions on behalf of the Medical Center Director. In this capacity, the AOD utilizes all pertinent national and local Veterans Affairs (VA) policies and procedures when making administrative decisions. The Administrative Officer of the Day will oversee administrative operations, provide technical guidance, and take the necessary actions to ensure continuity of functions to support the delivery of care to veterans during irregular tours.

During the regular tours, the AOD is assigned administrative duties for the Business Officer Service. The AOD will possess the knowledge and skills to cover all administrative support positions within the Business Office. The AOD will rotate tours of duty at the discretion of the supervisor based on workload and staffing needs to assure adequate coverage. This may require rotating tours of duty, compressed workweeks, and working evenings, nights, weekends, and holidays.

The duties and responsibilities of the positioninclude, but are not limited to:

  • Utilizing knowledge of VA regulations, and federal, state, and local laws;
  • Applying general principles of management and best practices, techniques, and objectives of health administration;
  • Identifying, considering, and resolving issues or problems of a procedural or factual nature;
  • Using qualitative and quantitative analytical techniques such as literature search, work measurements, task analysis, and job structuring;
  • Communicating with a diverse array of individuals using kindness, tact, and diplomacy;
  • Providing direction, guidance, advice, advocacy, and administrative support to veterans seeking entitlement/treatment of medical benefits;
  • Communicating with individuals over the phone, in writing, or in person;
  • Dealing with administrative and clinical staff at all levels locally and other facilities.
  • Other duties as assigned

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/25/2018.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06, and for a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note:Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below: * Specialized Experience GS-0303-06: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: * Greeting and interacting with a variety of individuals; * Experience in an office environment performing administrative support duties; * Answering incoming telephone inquiries and correspondence; * Composing, proofreading, and editing correspondence, memorandums, policies, etc.; * Maintaining office files and filing systems; * Utilizing computer programs such as Microsoft Office (Word, Excel, PowerPoint, and Outlook); * Patient scheduling; * Interpreting rules, regulations, and policies. * Specialized Experience GS-0303-07: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: * Experience providing administrative support in a medical/clinical setting demonstrates a knowledge of medical terminology; * Knowledge of applicable laws and regulations related to patient care and treatment; * Knowledge of medical administrative record systems, HIPPA, Privacy Act, and Freedom of Information Act; * Ability to interpret rules, regulations, policies and procedures. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements:The work is sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items such as papers, books, small parts, or driving an automobile, etc. No special physical demands are required to perform the work.
