The goal of this recruitment is to fill this position at the Procurement and Contract Specialist 2 level. However, we encourage candidates who meet the minimum qualifications for a Procurement and Contract Specialist 1 ($3,459 - $5,034 Monthly and $41,508 - $60,408 Annually) to apply, as we may consider under-filling the position until the selected candidate meets the minimum qualifications for a Procurement and Contract Specialist 2. Underfill training will not exceed two years.

What you will do!

As a Contracts Specialist, you will support the full scope of the PEBB and OEBB procurement and contracting functions which amount to approximately $3.4 billion over the 2017-19 biennium and cover over 300,000 PEBB and OEBB employees and dependents.

In this role, you will determine the appropriate contracting method, evaluate the risks associated with the contract, write specialized requirements, negotiate contract language, conduct cost or price analysis, and approve or reject contract changes.

Additionally, you will write contracts and agreements that are high-risk and maintain all official records and documentation for these functions, including RFI and RFP documentation, responses, negotiation actions, contract development and problem resolution.

Qualifications, Required & Requested Skills

MINIMUM QUALIFICATIONS FOR PROCUREMENT AND CONTRACT SPECIALIST 2:

Four years procurement and contract experience related to the position. Two of the four years must have been at the professional-level such as developing and administering standard contracts, agreements, or solicitations.

OR

A bachelor's degree and one year of professional-level procurement and contract experience.

OR

Any combination of experience and education equivalent to four years of procurement and contract experience.

MINIMUM QUALIFICATIONS FOR PROCUREMENT AND CONTRACT SPECIALIST 1:

Three years' paraprofessional or technical-level experience in a related field such as general business, accounting, contracts, purchasing, or project administration support.

A bachelor's degree will substitute for the experience.

A one-year certificate in supply chain, logistics management, procurement, or a related field will substitute for one year of experience.

REQUESTED SKILLS:

  • Experience with software applications used to prepare documents, tabulate data and store information in an organized manner.

  • Working knowledge of techniques and processes involved in contract administration.

  • Solid understanding of principles, techniques and processes of governmental contracting and contract administration.

  • Experience using techniques to negotiate agreeable solutions.

  • Excellent written, oral and visual media communication skills.

  • Familiarity with employee benefits programs including health, dental, vision, life and disability insurance benefits.

  • Ability to identify strengths and weaknesses of available options using logic and analysis.

  • Ability to weigh risks, costs and benefits of potential actions.

  • Time management skills with an ability to prioritize tasks efficiently; sometimes managing multiple projects simultaneously.

  • Skills in evaluating and verifying information against a set of standards.

  • Experience developing constructive and cooperative working relationships with others.

  • Experience analyzing statistical data.
