The Oregon Department of Revenue is currently recruiting for an Administrative Specialist 2 to join our Business Division/Special Programs/Special Programs Administration unit in Salem. This is a PART TIME, LIMITED DURATION, SEIU represented position. This recruitment may be used to fill additional vacancies as they occur.

This is a limited duration appointment that is expected to end on or before December 31, 2019. Limited duration appointments are regular status, benefits eligible, with a designated maximum length of service.

This position performs filing enforcement activities for the Special Programs Unit. Duties are split between the 9-1-1 Emergency Communications Tax, State Lodging Tax, Hazardous Substance Fee, Petroleum Load Fee, Vehicle Privilege Tax, Vehicle Use Tax, Bicycle Excise Tax, Heavy Equipment Rental Tax, and Amusement Device Tax programs. This position uses state and federal laws to perform analysis and research, develop and implement procedures, and determine tax assessments.

Duties & Responsibilities

Filing Enforcement:

Receives online and paper non-filer leads from various sources. Reviews leads using established guidelines to determine whether to work the lead or transfer to an auditor. Conducts research, analysis, and evaluation to determine if a tax liability exists.

Analysis, Research, and Evaluation:

Serve as a technical resource through research and analysis and maintain a comprehensive knowledge of the unit's tax and fee programs. Conduct research and advise management on procedures, sources of information, analysis, and evaluation of information for enforcement. Prepare ad hoc reports of data in narrative or statistical formats. Assist in establishing and maintaining procedures used for enforcement.

Processing Returns:

Use a personal computer to verify and process or adjust returns in the department's tax administration system and to review, verify and process, or adjust returns that have suspended in our tax administration system due to an identified error.

Written Objections:

Review and respond to taxpayers' written objections that are in response to a suspense adjustment, processing adjustment, or filing enforcement action. Determine appropriate action.

Working Conditions:

Typical office environment: Daily use of computer for long periods of time. Frequent interruptions. Frequent telephone communication with taxpayers, some who are hostile. Generally long periods of sitting. Occasionally lifts boxes that weigh 25 to 50 pounds, or batches of tax return folders weighing 5 to 10 pounds.

Qualifications, Required & Requested Skills

Minimum Qualifications:

  • Two years of experience as an administrative specialist or executive support specialist which included administrative support for a project, program, or operation. Administrative support includes those duties beyond clerical/secretarial such as: interpretation of laws, rules, and regulations; administrative data collection and analysis; and evaluation of projects, processes, and operations;


  • an equivalent combination of training and experience.

One year of postsecondary education may be substituted for up to one year of the experience.
