About the Position:This position is located at the John Day/Willow Creek Project. It is located in a rural setting in Rufus, Oregon, 109 miles east of Portland, Oregon, spanning the Columbia River from Oregon State to Washington State near Rufus, Oregon, and Goldendale, Washington. Construction of John Day Lock and Dam was completed in 1971. The project consists of a navigation lock, spillway, powerhouse and fish passage facilities.

- This is a Developmental position. At the full performance level:
- You will perform engineering design and drafting.
- You will utilize judgment, initiative, and resourcefulness to analyze and extract data from engineering handbooks, manufacturers catalogs and manuals, agency publications, and precedent designs.
- You will select alternative designs and methods to satisfy specific requirements.
- You will conform to engineering criteria and specifications.
- You will utilize automated computer graphics systems in addition to manual drafting and design equipment and skills.

Specialized Experience: One year of specialized experience which includes using Computer Aided Drawing software to update technical drawings from sketches. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06).
Education:One full year of graduate level education in a field directly related to the work of the position, such as an engineering, engineering or industrial technology, construction, physics, drafting, surveying, physical science, or mathematics (or equivalent). (Note: You must attach a copy of your transcripts).
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. (To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages. The total must equal at least 100% to qualify.) (Note: You must attach a copy of your transcripts.)
For the GS-08:
Specialized Experience: One year of specialized experience which includes developing and presenting written technical and non-technical information to document findings and recommendations. This experience also includes using Computer Aided Drawing programs to create basic drawings of equipment and facilities. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).
Education:One and a half years (27 semester hours) of progressively higher level graduate education in a field directly related to the work of the position, such as Engineering, Engineering Technology, or Construction Management, or related field of study. (Note: You must attach a copy of your transcripts.)
Combination of Education and Experience:A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. (To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total semester hours minus 18) by 9. Add the two percentages. The total must equal at least 100% to qualify.) (Note: You must attach a copy of your transcripts.)
For the GS-09:
Specialized Experience:, One year of specialized experience which includes using an electronic document management system to catalog, file, and organize engineering documents as well as using Computer Aided Drawing programs to create and update drawings of hydroelectric equipment and facilities. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08).
Education: A Masters Degree in Engineering, Engineering Technology, or Construction Management; or I have two full years of graduate level education leading to such a degree. (Note: You must attach a copy of your transcripts.)
Combination of Education and Experience:A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your graduate semester hours by 36. Add the two percentages. The total must equal at least 100% to qualify.) (Note: You must attach a copy of your transcripts.)
You will be evaluated on the basis of your level of competency in the following areas: * Knowledge of Engineering Drawings and Documents * Skill in Organizing Technical Records * Ability to Communicate in Technical Terms
