THE POSITION

Transfer Site Attendant 2 - 2960

On-call non-benefited position / No guarantee of hours

This position maintains and monitors County-operated waste transfer sites working within well-defined policies, procedures and guidelines.

One position available operating scale and processing payments at Roseburg landfill weigh station. Expected to work Mondays and Saturdays from 7:45am – 4:15pm, but hours will vary according to Department need. Basic computer skills desirable in order to operate computerized payment processing system.

Multiple positions available operating fee booth and assisting clients at County's 11 transfer sites. Employees may be asked to report to any of the transfer sites located throughout the County.

Essential Job Duties:

  • Direct, advise and assist users of landfills or transfer sites in proper disposal procedures

  • Monitor incoming traffic and disposal areas for special waste

  • Explain and enforce departmental policy and procedures

  • Provide recycle information

  • Issue warnings and citations; report violations

  • Notify County staff when transfer boxes are full and require removal to landfill site.

  • Prepare boxes for transport to main landfill.

  • Assist County staff in loading and unloading drop boxes from tractor units and evel out waste material within bins; raise and lower screened covers

  • Maintain transfer site area; sweep stalls when transfer box is removed

  • Collect special waste fees and maintain related paperwork.

  • Assist collection franchisees in cleaning debris; sweep brow log area after collection has unloaded

  • Resolve problems associated with facility users

  • Collect waste fees; maintain cash box and related paperwork

  • Maintain daily log of activities, incidents, violations, waste volumes

  • At landfill - weigh all incoming loads; maintain log of incidents, violations and waste volumes. Monitor wood waste, tire and glass areas for unauthorized disposal

  • May be required to monitor community corrections offenders assigned to transfer site

  • Open and close site at appointed hour; open and close barrier gates for permit holders.

Requires regular and consistent attendance.

POSITION REQUIREMENTS

Minimum Qualifications: Any combination of course work, experience and training which provides required knowledge and skills necessary to perform the duties of the position. Work experience must include working with people. Collective work effort expected of employees and ability to accept feedback.

Physical Demands: Work is performed at transfer disposal sites/landfill, requiring bending, gripping with hands and fingers, hearing voice conversation and alarms, keyboarding, kneeling, lifting/carrying up to 60 pounds, color identification, crawling, running, operating passenger vehicles, shoveling/digging, pulling, pushing, reaching, sitting, standing, standing long periods, stooping, sweeping, twisting, walking rough terrain, and working constantly in close proximity to passenger cars and light duty trucks and trailers. There is exposure to dampness, bee stings, chemicals, dust or pollen, epoxy chemicals, fumes, smoke, noxious odors, poison oak, noisy work area, and sun. Work is performed in an environment involving everyday risks or discomforts in adverse weather conditions, requiring safety precautions. Attendants will furnish and wear appropriate apparel such as hard hats, as required by the department, including foul weather gear.

Driving Requirements: Position requires driving. Finalist will be required to provide a driving history that meets theDouglas County Driver Policyas part of contingent offer of employment.

SCREENING & EVALUATION

Background Investigation: While not part of initial applicant screening, the finalist for this position may be required to pass acriminal history backgroundcheckas part of a contingent offer of employment. Conviction of a crime may not necessarily disqualify an individual from employment.

Physical Examination / Drug Screen: Employment is contingent upon a pre-employment drug screen. Presence of non-prescribed drugs, including marijuana, on drug screen results will result in disqualification pursuant to the County's drug and alcohol policy. To determine if physically qualified to perform essential functions, employment offer is conditional upon satisfactory results of a post-offer medical and hearing exam conducted at county expense.
