This position is responsible for coordinating all aspects of domestic insurance and insurance related regulatory/legislative issues affecting the Liberty Mutual Group (LMG) at the state and national levels, including monitoring and evaluating regulatory/legislative proposals, and the development of public policy positions, strategies, communications and advocacy before state insurance departments, state legislatures, the National Association of Insurance Commissioners NAIC), and similar regulatory/legislative agencies.
Monitor and evaluate regulatory/legislative proposals, assist in development of company positions and strategies, and coordinate same with Regional Public Affairs Managers and clients.
Identify and evaluate regulatory/legislative trends and communicate findings to LMG senior management.
Work closely with and take assignments directly from key client groups including Financial and Investment Departments and the SBUs to support specific regulatory/legislative initiatives.
Develop and maintain effective working relationships with regulators/legislators and regulatory agencies.
"Troubleshoot" rate and form filings, as well as issues identified in financial and market conduct examinations or other regulatory interventions.
Serve as LMG's primary contact with the National Association of Insurance Commissioners, including coordinating LMG's participation in all regular and interim NAIC meetings, building strategic relationships with NAIC member regulators and staff, organizing pre and post meeting briefing sessions for Liberty's NAIC team, managing consultants and/or lobbyists retained to assist in executing NAIC strategies. Serve as LMG's primary contact with one or more regulatory/legislative associations such as National Conference of Insurance Legislators, National Conference of State Legislators, American Legislative Exchange Council, International Association of Industrial Accident Boards and Commissions.
Take additional regulatory or legislative assignments as priorities warrant.
Completion of Law School with JD plus admission to the Bar. A minimum of 10 years experience in state government affairs with emphasis on property and casualty insurance regulatory issues, knowledge of NAIC practices and procedures, excellent regulatory/legislative relationships, firm grasp of technical insurance issues including financial, investment, legal, reinsurance, underwriting, sales, market conduct, residual market, etc.
Demonstrated ability to solve regulatory/legislative problems by combining technical insurance knowledge, knowledge of regulatory/legislative processes, and effective use of regulatory/legislative relationships.
Requires excellent interpersonal skills and communication skills, both oral and written, as well as excellent advocacy and negotiating skills.
Must be able to think on one's feet in dynamic situations and make decisions within appropriate range of authority.
