The Position

The Bureau of Revenue and Financial Services is seeking a few Revenue & Tax Specialists IV to join their team.

This recruitment will remain open until 50 applications have been received or until the posted closing date, Monday, January 27, whichever comes first. Applications received after the 50 application limit has been reached will not be included in this recruitment process.

There are three Revenue and Tax Specialist IV positions. The positions consist of: (1) one limited term position on the Account Management Team set to expire 6/30/2020 with a possibility of renewal to 6/31/2021, (2) one temporary position on the Account Management Team set to expire 6/30/2021, and (3) one temporary position on the Special Enforcement Team.

Persons appointed to limited term positions will be designated as limited duration employees whose appointment shall not exceed two (2) years except for the extension of grants or funding from outside sources.

Account Management Team Description:

This position is responsible for collections, accounts receivable and cash management-related functions, such as gathering and collecting income tax information and payments, managing past due accounts and receivables to obtain payment and compliance, while working with taxpayers and responding to requests for general assistance. Additional duties include entering business and individual tax information into the appropriate computer system; making corrections and preparing billings and/or correspondence; verifying the accuracy of data functions; calling delinquent taxpayers to compel compliance with tax requirements, including obtaining payment of outstanding tax balances due; and assisting senior staff and auditors in review of state, federal, City of Portland and Multnomah County documents.

Special Enforcement Tax Description:

The purpose of this position is to independently identify businesses currently not known to the Revenue Division and take the initial steps to bring them into compliance.

The position is responsible for working directly with Federal Tax Information received directly from the IRS. This position is responsible for maintaining business accounts created by SET to bring the account to full compliance before accounts are turned over to the Account Management Team (AMT). This position also provides backup to the Account Management Team with phones, data entry, and providing customer service. During Tax Division peak work periods, this position will be asked to pitch in with other tax season duties.

To Qualify

The following minimum qualifications are required for this position. Applicants must specifically address and demonstrate how their education, training and/or experience, meets each of the following minimum qualifications. (Please see "Application Instructions" below.)

  • Knowledge and experience applying tax codes, policies, laws and accounting procedures.

  • Ability and experience explaining complex tax concepts and helping customers understand complex laws or rules and financial calculations.

  • Ability and experience providing excellent customer service.

  • Skill and experience analyzing tax returns or other financial documents.

  • Ability and experience collecting past due receivables.

• Ability to successfully pass an in-depth background investigation.

  • Employee Assistance Plan (EAP) provides confidential counseling services for employees and eligible dependents.

  • Effective July 1, 2013, the plan provides up to five free visits per year.

Flexible Spending Accounts

  • Medical Expense Reimbursement Plan (MERP) allows you to make pre-tax contributions to your account to pay for eligible medical/dental/vision expenses which are not paid by your health insurance (deductibles, co-pays, etc.)

  • Dependent Care Account Program (DCAP) allows you to pay for your eligible dependent care expenses with pre-tax dollars. The maximum allowable you may contribute to this plan is $5,000.

Retirement

  • Membership in the Public Employees Retirement System (PERS)/Oregon Public Service Retirement Plan (OPSRP)

  • The City currently pays the employee's share of the retirement contribution.

  • Employees who are OPSRP members are vested after five years of contributions or when they reach age 65 (age 60 for police and fire.)

  • Option to contribute a portion of your earnings on a pre-tax basis to the City's Deferred Compensation Program.

Paid Leave

  • 80 hours of vacation each year initially. This accrual will increase over time.

  • Sick leave typically accrues at the rate of 104 hours each year

  • 10 paid holidays each year

  • three personal days accrue each year

Family Medical Leave

In accordance with federal and state law, and the City policy for family medical leave, the City grants family and medical leave to eligible employees for certain family and medical related reasons.
