Summary

The Medical Records Technician (MRT) works in the Release of Information (ROI) office. This incumbent processes all incoming requests to the facility for Release of Information (ROI) along with information required by the VA Regional Office through the Automated Medical Information Exchange (AMIE).

Responsibilities

The incumbent evaluates the validity of each request and determines which information is to be released in compliance with existing laws (Privacy Act of 1974, Freedom of Information Act, and Health Insurance Portability and Accountability Act). They ensure that proper authorization exists before release is made and processes the request to the requesting agency or individual. The incumbent inputs all requests into the ROI computer package for logging and tracking of these requests.

The incumbent receives and directs callers and visitors and/or gives out forms, and assists visitors and/or callers with the completion of forms or documents. They respond to questions from patients concerning services as well as provides advisory and technical assistance to patients, administrative staff and professional staff regarding release of information. Inquiries vary widely and information given requires explanation of office functions, describing specific requirements, providing basic instructions, or a similar degree of detail.

The incumbent performs searches records or files to compose responses, including electronic searches to retrieve and summarize hard-to-locate data. Locates materials that would verify information given.

The incumbent composes and responds to routine requests for release of patient information. They select and compiles information from health records and prepares correspondence, typically using standard form or standard formats for letters. They insure the information released is limited to what is specifically authorized and to the person or agency designated to receive it.

Qualifications

Basic Requirements: - United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. - Experience and Education as outlined below: Experience. One year of experience that indicates knowledge of medical terminology and general understanding of the health record. Six months of the required one year of experience must have provided the knowledge, skills and abilities (KSAs) needed to perform MRT work. OR, Education. Two years above high school with a minimum of 12 semester hours directly related to MRT work (e.g., courses in medical terminology, anatomy & physiology, and introduction to health records). OR, Experience/Education Combination. Equivalent combinations of experience and education are qualifying. The following educational/training substitutions are appropriate for combining education and experience:

(a) Six months of experience that indicates knowledge of medical terminology and general understanding of the health record and one year above high school with a minimum of 6 semester hours of health information technology courses.

(b) Successful completion of a course for medical technicians, hospital corpsmen, medical service specialists, or hospital training obtained in a training program given by the Armed Forces or the U.S. Maritime Service under close medical and professional supervision may be substituted on a month-for-month basis for up to six months of experience provided the training program included courses in anatomy, physiology, and medical record techniques and procedures. Also requires six additional months of experience that indicates knowledge of medical terminology and general understanding of the health record.

Grade Determinations: GS-4 MRT- ROI Entry Level . If you are applying for the GS-4 position you (a) have one year of experience in clerical or office work that indicates the ability to acquire the particular knowledge and skills needed to perform the duties of the position or (b) two years of education above high school. In addition your resume reflects the knowledge, skills and abilities listed below: 1) Ability to meet, communicate and interact with individuals from varying backgrounds and other health care team members in a courteous and helpful manner in order to complete job assignments. 2) Ability to use various types of office automation equipment and software. 3) Ability to set up, organize, and maintain record systems.

GS-5 MRT- ROI Developmental Level. If you are applying for the GS-5 position you have one year of experience equivalent to the next lower grade level or successful completion of four years of education above high school from an accredited college or university with a minimum of 24 semester hours in health information technology. In addition your resume needs to reflect he following Knowledge, Skills and Abilities: 1) Ability to utilize health information technology and various office software products utilized in MRT (ROI) positions (e.g the electronic health record, release of information systems etc); 2) Knowledge of the Joint Commission requirements and /or health record documentation guidelines; 3) Ability to manage priorities and coordinate work in order to complete duties within required timeframes and ability to follow-up on pending issues.

GS-6 Full Performance Level . If you are applying for the GS-6 position you have one year of experience equivalent to the next lower grade level. In addition to the experience above, your resume needs to reflect the following Knowledge, Skills and Abilities: 1) In-depth knowledge of the laws and regulations related to the authorization and disclosure of health information and ability to apply said laws and regulations related to the disclosure of health information (e.g., Privacy Act, Freedom of Information Act, Health Insurance Portability and Accountability Act (HIPAA) and 38 U.S.C. 7332); 2) Ability to manage priorities and coordinate work in order to complete duties in an accurate and timely fashion; 3) Ability to follow up on pending issues in order to meet required response times; and 4) Ability to research and solve difficult questions related to release of health information in an accurate and timely manner

The full performance level of this vacancy is GS-6. The actual grade at which an applicant may be selected for this vacancy is in the range of GS-4 to GS-6.
