This position combines the duties of a journeyman carpenter, journeyman painter and a journeyman sign maker in order to provide more flexibility in teh assignment of work. The incumbent will use a variety of skills and techniques acquired from these trades to apply them to work needed for the VA Portland Health Care System.

This position serves as a Facilities Maintenance Mechanic working on construction, alteration, repair and modification of structures such as framework doors, finish paneling, furniture, interior and exterior trim, rafters, trusses and beams. Accuracy, spacing and fit are essential and appearance is important. The incumbent uses skilled techniques to construct, install, repair and modify wood and wood substitute structures and items requiring close tolerance fit and structural soundness. Must be able to work from blueprints, sketches and work orders. The incumbent will used advanced mathematics to plan and compute complex and exact projects with features such as arcs, tangents, and circles. The incumbent sets up and operates industrial woodworking and related machinery such as routers, band and scroll saws, as well as drill presses.
The incumbent will also be using painting techniques, special coating methods and finishing techniques such as marbling and graining. The incumbent will use brushes, rollers, spray guns, trowels, screeds, straight edges, viscosity testers, graining devices, and wet and other thickness gauges.
Must be knowledgeable on how to build up, shape, and level surfaces with metal and synthetic resins, plastics and patching compounds, obtain finely smoothed surfaces with abrasive compounds, pumice, and rotten stone, even out dents and scars by burning-in processes, and treat surfaces with pre-coating agents.

PHYSICAL EFFORT/REQUIREMENTS:The physical requirements for this position in accordance with HRML No. 05-12-02, Employment of People with Disabilities, Including Under Schedule A, 5 CFR 213.3102(u).] requires performance of work which involves Heavy Lifting (45 pounds and over); light carrying (under 15 pounds); reaching above shoulders; use of fingers; both hands required; walking (1+ hours); standing (2+ hours); crawling (.5 hours), kneeling (1+ hours); repeated bending (1+ hours); climbing (use of legs and arms); both legs required; depth perception; ability to distinguish basic colors; ability to distinguish shades of colors; hearing (aid permitted).
This position requires regular medium to heavy lifting and carrying, working in awkward conditions such as overhead, cramped quarters, and requires bending, stooping, climbing ladders and stairs, working from scaffolding and ladders. Good eye-hand coordination is important due to the nature of the work. WORKING CONDITIONS:**Works inside and outside of buildings in all weather, exposed to hot and cold temperatures. Exposed to some occupational disease hazard working in Medical Center laboratories, wards, and clinical rooms. Danger in falling from ladders and scaffolds, from cuts by tools and power equipment, strains from lifting and from masonry dust in removal of old tile and plaster. Confined spaces may be dusty and dirty that the incumbent will work in on occasion. Also exposed to toxic fumes and effects from paints and will be required to utilize proper PPE. Some work will be performed in shops where the worker is exposed to moderate or high noise levels from operating machinery. Saw dust, glue fume, and hazards associated with woodworking and related power equipment are a normal environment. Incumbent is expected to follow proper personal protective equipment guidelines such as ear plugs, safety glasses, respirators, and gloves.
Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
