Responsibilities

This professional interdisciplinary position serves as the Title and Land Status Records Team supervisor located in the Spatial Products Section, Branch of Geographic Sciences, Division of Management Services, within the Oregon State Office of the Bureau of Land Management. The position serves as the first-level supervisor over a team of Geographers, Land Law Examiners, Data Managers, and Cartographers, and also serves as a contract manager providing guidance, leadership, and technical direction regarding the Bureau’s official Public Land Tenure Record systems in Oregon and Washington. The incumbent performs analytical and interpretive assignments of considerable significance and complexity, and leads the transformation of historic data and record systems into modern and standardized geographic systems and cartographic products. The incumbent leads the continual expansion of record products and services provided to the public.

The incumbent of this position serves as the lead subject matter expert for the Title and Land Status Records program, which consists of the Public Land Tenure Records (e.g., Master Title Plats, Historical Indices, Control Document Index, and certain modules of LR2000) within the Oregon State Office, and is responsible for supervisory and personnel management functions. The position has delegated decision-making authority within designated areas of responsibility and when acting as the Spatial Products Section Chief.

Physical Demands: Work is mostly sedentary. Travel and odd hours may be required.

For GS-150: Degree: Geography; or related physical or social science such as geology, meteorology, economics, statistics, sociology, anthropology, political science, history, cartography, computer science, urban studies, or planning that included at least 24 semester hours in geography or related fields; ORCombination of education and experience: courses equivalent to a major in geography, or a related field that included at least 24 semester hours in geography or related fields, as shown plus appropriate experience or additional education.

For GS-1370: Degree: Cartography; or a major that included or was supplemented by at least 30 semester hours in cartography and/or directly related science, and related mathematics. Such course work includes, but is not limited to, cartography, astronomy, geodesy, photogrammetry, physical and geological oceanography, computer science, land surveying, geophysics, physical geography, and remote sensing. The 30 semester hours must have included at least 6, but no more than 15, semester hours of college level, non-business mathematics or statistics (i.e., college level algebra, trigonometry, calculus, or scientific mathematics or statistics requiring equivalent college-level courses as prerequisites); ORCombination of education and experience -- courses equivalent to a major in cartography, or a major that included or was supplemented by at least 30 semester hours in cartography, and/or directly related science, and related mathematics, as shown above, plus appropriate experience or additional education.

Specialized Experience Requirements:

In order to be rated as qualified for this position, we must be able to determine that you meet the specialized experience requirement - please be sure to include this information in your resume. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade (GS-11) of the position to be filled. Examples: Supervisory Geographer: Duties of which involve professional work in the field of geography, including the compilation, synthesis, analysis, interpretation and presentation of information regarding the location, distribution, interrelationships and processes of change affecting the physical features of the earth, climate, and plant and animal life. Supervisory Cartographer: Duties requiring the application of professional knowledge and skills in mapping and related sciences, and relevant mathematics and statistics to plan, design, research, develop, construct, evaluate and modify mapping and charting systems, products, and technology. Supervisory Land Surveyor: Duties that involve professional work in land surveying, which is concerned with establishing, investigating, and reestablishing land and property boundaries, and with preparing plats and legal descriptions for tracts of land.

You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level in the normal line of progression for the position being filled.

For GS-1373: Degree: land surveying; or civil engineering with a surveying option/emphasis. The civil engineering major must have included at least 6 semester hours of surveying, 3 semester hours of land law, and 21 additional semester hours in any combination of the following: surveying, photogrammetry, geodetic surveying, geodesy, route surveying, remote sensing, cartography, survey astronomy, land information systems, computer-aided mapping, aerial photo interpretation, and survey analysis and adjustments;* OR* Combination of education and experience -- courses equivalent to a major in land surveying or civil engineering as described in paragraph A, plus appropriate experience or additional education;* OR* The basic requirements for this series may be fully satisfied by a current registration as a land surveyor in a State, territory, or the District of Columbia obtained by written examination. Such registration must have been obtained under conditions outlined in the National Council of Engineering Examiners (NCEE) Unified Model Law for Registration of Surveyors. Applicants wishing to be considered under this provision must show evidence of registration based on successful completion of the written examinations. Registrations granted prior to adoption of a registration law with qualification requirements equivalent to the NCEE Model Law by the State, territory, or District of Columbia are not acceptable under this option. To be considered equivalent to the NCEE Model law, registration laws must include the four options listed within the NCEE Unified Model Law in the section specifying "General Requirements for Registration" as a Professional Land Surveyor.

Supervisory Probationary Period: If you are selected for this position, you will be required to serve a one year supervisory probationary period, if one has not previously been completed.

  3. Effective communication skills and strong interpersonal skills to advise upper management and others, conduct training and meetings, coordinate joint partnership work efforts with federal, state, local, and private entities.

  4. General knowledge of manual and automated cartographic standards, procedures and techniques, including the management of spatial data and the use of Geographic Information System (GIS) tools and techniques for manipulation and analysis of spatial data.

  5. Knowledge of project planning concepts, skilled with project management and working with project teams, and coordinating with team members.
