Oregon Health & Science University Care Transformation Analyst (Business Data Analyst 3) in Portland, Oregon

The Clinical Value Analyst is responsible for monitoring, analyzing, distributing and communicating data from various sources in order to meet internal and regulatory reporting requirements and to inform and support organizational decision-making. Performs data analysis and facilitates the use of data in improving patient outcomes and high value care, identifying and sustaining improvement initiatives, and monitoring metrics that support organizational goals. Responsibilities include data abstraction, analysis, monitoring and submission as well as working with users across the organization to utilize data effectively. This position is critical to ensuring OHSU Health is a transformative, data-driven organization with an uncompromising focus on quality and outcomes.

Data evaluation

  • Performs queries, benchmarking, and additional opportunity analysis on patient outcomes and resource utilization

  • Prepares and presents statistical reports, dashboards, and charts/graphs

  • Identifies and investigates data integrity and discrepancy concerns

  • Participates in data validation activities, ensuring reliable and accurate measurements

  • Supports use of data throughout the provider network and partners with system leaders and staff to identify areas of greatest opportunity and support value initiatives

    Regulatory Reporting

  • Collects, enters, and reports data accurately using a variety of software programs, including reports due to external agencies such as Health Share, CMS or other payers

  • Ensures data submissions are accurate, timely and meet all required specifications

  • Prepares and presents progress reports to regulatory or other agencies as appropriate

  • Serves as a quality metric expert and stays abreast of regulatory reporting requirements

  • Ensure OHSU Health Plan Services programs meet all quality incentive metric targets and PIP requirements on a continual basis.

Performance improvement projects

  • Analyzes and monitors data trends related to quality, cost, outcomes and value to identify opportunities for performance improvement projects (PIPs).

  • Makes recommendations related to prioritization of PIPs

  • Develops and implements PIPs, in collaboration with other team members and key stakeholders, as needed in order to meet quality, cost, outcomes and value targets

  • Participates in statewide and CCO-wide PIP’s and represents OHSU Health at relevant stakeholder groups.

Provider support

  • Develops and regularly distributes reports to assist clinicians and staff in meeting OHSU Health performance targets related to quality, cost, outcomes and value

  • Develops and provides assistance in implementing workflows with providers and patient care teams in order to meet quality, cost, outcomes and value targets.

  • Develops and provides formal and informal education and training, including classes, workshops, manuals, handbooks and other educational materials


  • Participates in continuous education, including monthly coordinator calls, webinars, and other education opportunities; maintains expert knowledge and remains current in new trends and innovations

  • Develops and maintains collegial relationships with other UM/QI professionals by participating in quality and performance improvement activities and meetings as necessary for Health Share, CMS and delegated health plans.

  • Demonstrates excellent organizational skills and effectively manages multiple priorities and deadlines.

  • Effectively uses the PDSA Quality Improvement process

  • Other duties as assigned

  • Bachelor’s Degree in Healthcare, Business, Informatics, or related field; AND

  • Two years of healthcare experience required, including quality improvement, data analytics or performance improvement; OR

  • An equivalent combination of education, training and/or experience

  • Strong project management and analytical skills, with knowledge of electronic medical records, clinical data analysis and data mining capabilities

  • Knowledge of effective performance improvement strategies and techniques

  • Ability to organize and prioritize projects in order to maximize productivity and efficiencies

  • Effective oral and written communication and interpersonal skills with all levels of internal and external customers, including health care providers and managed care organization representative

  • Proficiency in Microsoft Office applications; strong proficiency in Excel

  • Self-motivated, self-driven, flexible person who can flourish in an office setting with colleagues as well as in a self-structured independent setting

  • Ability to process and handle confidential information with discretion

  • Ability to support multiple initiatives and balance priorities

  • Ability to adapt to change quickly and positively

  • Must be able to perform the essential functions of the position with or without accommodation

  • Three or more years of healthcare experience

  • Two or more years of healthcare data analyst experience

  • Proficiency in EPIC information system

  • Knowledge of ambulatory and acute care operations and workflows

  • Knowledge of the Oregon Health Authority, CMS, NCQA, and other regulatory agency standards

  • In-depth experience with systems and process improvement

  • Proficient in Tableau or other data visualization software.

  • Certified Professional in Healthcare Quality (CPHQ)

  • Registered Health Information Technician (RHIT)
