Portland General Electric Associate Licensing Specialist in Madras, Oregon

Associate Licensing Specialist

In this role, you will work to ensure PGE’s compliance with the FERC License conditions for the Pelton Round Butte Hydroelectric Project and environmental regulations. The position prepares all FERC filing, coordinates consultation with outside agencies and maintains documentation according to PGE procedures. You will also help facilitate public meetings and maintain strong stakeholder relationships.

Key Responsibilities:

  • Environmental Science and Compliance: Conducts research and provides environmental analyses/assessments for PGE projects. Develops and implements programs to ensure that environment regulatory obligations are fulfilled in a cost-effective manner and that environmental risks are effectively managed. Assure environmental training programs implemented at PGE meet regulatory requirements. Professionals may work in a designated specialty such as wildlife biology, fisheries biology, archaeology, ecology, air/water quality, compliance, permitting and other Environmental Services specialties.

  • Studies/Assessments: Performs assessments and technical analyses within a specific program area or as part of broader, more complex assessments or studies. Designs, plans and executes study/assessment tasks within assigned scope of responsibility (independent project or contributor to larger project); identifies, collects and analyzes relevant data and recommends solutions or courses of action to management, external agencies, senior colleagues or study/assessment lead as applicable. May define tasks and coordinate activities of support personnel as study/assessment assignments increase in scope. Participates in field studies and project site visits. Provides peer level quality control.

  • Project Coordination: Actively participates on team. Coordinates assigned tasks and activities with other team members to share information and knowledge and gain guidance with respect to assignment details. Gains understanding of external client/agency's main interests and drivers through client contact and interaction. Coordinates contractor activities and task performance on contract deliverables when carrying out assigned projects.

  • Develop Tools and Processes: Recognizes and employs internal tools, processes and resources applicable to technical area. Contributes to the development of improved tools and processes.

  • Knowledge Sharing: Provides professional judgment based on education, related experience and industry knowledge in discussing ideas and seeking necessary approvals. Participates in professional groups and conferences within the industry as additional experience is gained and knowledge expands.

  • Safety Practices: Adheres to PGE standards, safety objectives and regulatory requirements.


  • Bachelor’s degree in environmental science or related field or equivalent experience. Coursework in environmental policy, regulations and law preferred.

  • Typically, two or fewer years in environmental science related field.

  • Training or experience working with FERC licenses and environmental policy preferred.

  • Driving/travel/commute: Overnight inside/outside the service territory - Occasionally (one to two times a month or less)

  • Carrying: Up to 10 lbs.
