General Statement of Duties

Employee Resource Center Program Coordinator

The Employee Resource Center Program Coordinator position will contribute to the delivery of comprehensive services for the City's dynamic Public Safety team which includes Police and Fire. Areas of specialty will be recruitment, onboarding new employees, and supporting the team specialist with employee and supervisor requests. This position will coordinate and support the team with the full lifecycle of an employee including all other areas of employee resources; Compensation/Classification, Human Resource Information Systems (HRIS), and Employee and Labor Relations. This position will support staff covered under two unions; EPEA and IAFF to give information and provide excellent customer service.

Employee Resource Center Division

The ERC Division is a part of the Central Services Department and supports all City departments in their full scope of employee processes starting with hiring and moving through onboarding, employee growth and development, training and development, compensation and classification structures plus supporting employees and supervisors through employee relations issues and aspects of managing our five union contracts.

Work Schedule: Monday-Friday 8:00am-5:00pm

Examples of Duties Performed - Duties may include but are not limited to the following

Daily Tasks:

  • Interprets Federal, State and local laws, personnel rules, salary administration policies, and labor contracts, often applying multiple or conflicting guidelines to resolve human resource and system issues.

  • Serves as a resource for supervisors and management throughout the organization seeking advice and guidance regarding legal, contractual, policy and past practice aspects of employee and labor relations, recruitment and selection and other human resources issues.

  • Drafts and updates employee resource center procedures and processes; researches human resources and related subjects; prepares periodic and special reports, correspondence and other written material; assists Program Managers as required in implementing and maintaining employee resource center programs

  • Interpret and apply Federal, state, and local laws, codes and rules applicable to human resources. Must have ability to research, explain, and monitor the application of policies, procedures, contractual agreements and Federal, state, and local laws, codes and rules.

  • Participate in the evaluation of program activities and make recommendations.

  • Develops administrative and operating procedures for various Employee Resource Center areas; implements, coordinates and administers a variety of projects and activities; coordinates with other departments, staff and jurisdictions; and defines administrative and operational issues and problems.

  • Responsible for organizing materials and schedules for recruitment and testing processes, career fairs, and other outreach events; entering and maintaining information into the recruitment database; organizing and maintaining recruitment files; and supporting team members on elements of larger recruitment processes.

  • Perform other duties as assigned.

  • Must exercise tact and discretion in dealing with sensitive, complex, and confidential issues and situations.

  • Must communicate effectively, both verbally and in writing, confidently, clearly, and professionally to a variety of city staff, Union representatives, other agencies, and members of the community using courtesy, tact, and good judgment

  • Proficiently uses computers and related software applications, Internet research tools, reporting applications and various databases. Includes strong knowledge and skill in Microsoft Office programs, including advanced application of Word, Excel, PowerPoint, and Access, with excellent keyboard skills.

  • Requires strong knowledge of data collection procedures, methodology, and interpretation and ability to create, analyze and interpret data; perform a variety of specialized studies related to trends and program direction; and use a variety of computerized systems to maintain data and extract reports.

High school diploma or GED equivalent. Additional coursework directly related to human resources is desirable.

Four years of progressively responsible clerical or technical support experience, including one year of Human Resources or closely related field experience, providing excellent customer service, and working in an environment with access to confidential/sensitive information.

License or Certificate

A valid Oregon driver's license or, the ability to obtain by date of hire; must pass driving records check and, if hired, maintain a driving record that meets the City's standard. Oregon law requires that an out-of-state license holder must obtain a valid Oregon license (with appropriate endorsements) within 30 days of becoming domiciled in the state (ORS 803.355).

The City of Eugene may use applicants from this recruitment to fill a Limited Duration program coordinator position.

The normal starting salary is the first step shown on the posting. Other placement in the salary range may be considered depending on qualifications and experience. Periodic advancement through the salary range is dependent upon merit.
