Consultant project managers (CPM) are responsible for:

  • Directing all activities necessary in the development of outsourced transportation projects.

  • Administering contracts for design and/or construction of highly complex highways.

  • Managing consultant engineering teams - ensuring design packages are delivered on schedule and within budget.

  • Identifying and managing project risk and ensuring project standards are met.

  • Using change management processes to obtain commitments, resolutions, and agreements on critical project issues.

CPMs function as organizational experts in project scoping, consultant selection, management of construction, contract interpretation, and claims management.

Duties & Responsibilities

Consultant Contract Development

  • Develop and negotiate contracts for consultant-led design and/or construction projects.

  • Represent management in the development of outsourcing contracts.

  • Play a key role in evaluating vendor proposals.

  • Make selection recommendations to management.

  • Review and approve monthly contractor/vendor progress payments.

  • Negotiate and approve contract changes.

Project Management

  • Manage consultant engineering teams. Hold meetings with contractors, consultants, and/or multiple stakeholders.

  • Develop, Review, and Maintain Tech Center PS&E milestone schedules for Tech Center and consultant designed projects. Engage Tech Center Unit Managers, Project Leaders and Area Managers in resolving scheduling/resourcing issues for Region PS&E Delivery.

  • Work with Tech Center design staff to ensure contract deliverables are on time and designed within agreed upon specifications. Assemble and lead Internal Innovation Teams when necessary to resolve design conflicts during project development.

  • Identify and manage project risk and ensure project standards are met.

  • Use change management processes to obtain commitments, resolutions, and agreements on critical project issues.­

  • Manage the project's fiscal budgets and cash flow.

  • Minimize the impact on the traveling public, adjacent property, and local community.

  • Manage the project for the safety of all project personnel and members of the public.

  • Provide written and verbal communication to stakeholders, local property owners, local government officials, and members of the media.


  • Support ODOT management teams at the area, region, and statewide levels.

  • Function as one of the organizational experts in the areas of for consultant design, procurement, construction and project management

Qualifications, Required & Requested Skills

Minimum Qualifications:

A valid professional engineer's (PE) license in civil, structural, or transportation-related engineering and three (3) years of journey level professional engineer experience.

Note: If registered in another state, successful applicants will be required to obtain professional registration in the state of Oregon within six months of hire.

Special Qualifications:

Driving is an essential function of this position. A valid driver license and an acceptable driving record are required for this position. We will conduct pre-employment driving records checks on our final candidate(s).

  • Experience working in a transportation-related organization.

  • Work experience leading multidisciplinary engineering/technical related programs and projects that included setting QA/QC, technical guidance, expectations, determining timelines, and resource requirements

  • Experience using advanced engineering judgment and applying engineering principles in highly complex and controversial construction contract management situations for public works transportation projects.

  • Experience managing scope/schedule/budget for publics works transportation projects.

  • Experience in administering alternative delivery contracts for public works transportation projects, such as Design-Build, CM/GC, A+B, etc.

  • Experience presenting project alternatives to the public/media and conflict resolution abilities.

Working Conditions:

  • Highly responsible position on key projects with tight time schedules.

  • Long hours may be required, including some evening meetings.

  • May face adversarial situations with contractors, consultants, or members of the public. Occasional contact with local officials.

  • Occasional work outside at project sites; may be exposed to traffic hazards, construction equipment, and/or inclement weather
